Summary:

Note: Applications are not being accepted at this time. Legislation passed in July 2011 (S.B. 1243) may have implications for the future of the program; check back for updates in the fall of 2011. The information presented here is based on program rules from 2010; there may be significant changes to future solicitations.

The Connecticut Clean Energy Fund (CCEF) created the Operational Demonstration Program in August 2005 to enable early-stage companies to demonstrate the effectiveness of their own near-commercial, clean-energy technologies. The program supports proposals for demonstration projects that have a high likelihood of developing into a commercial product within a reasonable period of time -- generally, five years for fuel cells and three years for most other clean-energy technologies. Eligible resources include solar, wind, ocean thermal, wave or tidal, run-of-the-river hydro, fuel cells, hydrogen generation and storage technologies, landfill gas, low-emission advanced biomass-conversion technologies, and usable electricity from combined heat and power (CHP) systems with waste-heat recovery systems. Additionally, the CCEF's authorizing statute includes a provision allowing the fund to support "other energy resources and emerging technologies which do not involve the combustion of coal, petroleum or petroleum products, municipal solid waste or nuclear fission." Funding for the Operational Demonstration Program will be provided in the form of an unsecured loan, with repayment contingent upon the product achieving "commercial success." The CCEF will also collect an additional percentage of product revenues for products that exceed a higher revenue threshold. The fund requires a front-loaded 25% cash cost-share for any funding provided; in-kind contributions are accepted under certain conditions. The maximum amount of funding for each individual award is $500,000. Requests for funding above $500,000 must be justified, however, by the unique nature of the project, the project’s large scale, or compelling potential benefits for Connecticut electric ratepayers. Applicants must be entrepreneurs, developers or integrators of the technology they hope to commercialize, and must have a demonstrated long-term interest in commercializing the technology. The applicant must be a company in Connecticut or meet the test of having or intent to have a "significant Connecticut presence." The CCEF accepts applications twice a year, and evaluates project proposals based on technology viability, business plan strength, short-term and long-term market opportunities, and other criteria. Applicants must demonstrate benefits to the state of Connecticut as well. The CCEF was created in April 1998 as part of legislation deregulating the state's electric-utility industry. It seeks to accelerate Connecticut’s technology economy by investing to develop clean-energy technologies, supporting the creation of clean-energy supply and educating Connecticut’s residents about the importance of clean energy to the state's energy future. The CCEF is financed by a surcharge on ratepayers' electric bills, and is managed and administered by Connecticut Innovations. The Operational Demonstration Program provided a total of $4 million in funding for projects installed in Connecticut from inception through January 2010. The current program budget is another $4 million through June 2012.

NOTE: Connecticut passed major legislation (SB1243) that moves responsibilities for this program from the Office of Policy and Management to the Department of Energy and Environmental Protection. The information provided below is based on the program that was in effect through July 1, 2011. Information about future solicitations is not yet available and may be drastically different from the information provided below. Connecticut's New Energy Technology program aims to develop innovative energy-efficient technologies and renewable-energy technologies in order to save energy, improve air quality and generate employment opportunities in Connecticut. Grants are available to applicants who submit promising pre-commercial technologies that conserve energy or facilitate the use of renewable energy. Individual awards up to $10,000 will be awarded to as many as five "small firms" -- a firm that employs 30 or fewer people -- each year. Previous award recipients have used grant funding for product development, prototype testing, patent application, business plan development, payroll, and product marketing and promotion at trade shows.

In addition to providing grant funding, the Connecticut Office of Policy and Management (OPM) offers guidance to recipients to find additional technical and financial assistance. This assistance could include locating potential industry partners, or identifying and applying for other state and federally sponsored programs.

Leasing Program

CCEF - CT Solar Lease

Summary:NOTE: Applications are due by August 19, 2011 and systems must be installed by December 31, 2011.

CT Solar Lease allows homeowners to lease a photovoltaic (PV) system, with fixed monthly payments, for a term of 20 years. This program, which takes advantage of federal tax credits for solar energy, is available to owners of one- to four-family homes with a household income not greater than 200% of the area's median income. No down-payment is required.*

Homeowners may choose an eligible installer to design and price a PV system. All electricity generated by a leased PV system reduces the homeowner's electric bill. At the end of the 15th year, the homeowner may (1) buy the system at a reduced cost, (2) extend the lease for another five years at a reduced monthly payment, or (3) remove the system -- at the homeowner's expense -- and return the system to the program operator. At the end of the full 20 year term, the homeowner would have options (1) and (3) above. If a participating homeowner decides to sell the home, the lease must be assumed by the new homeowner, or the initial homeowner must continue to abide by the terms of the lease.

The homeowner is responsible for paying all repairs and maintenance during the lease, as well as insurance. However, the CT Solar Lease program requires PV installers to warranty labor for the system for five years, and manufacturer warranties are required for the PV modules (20 years) and inverters (five years). The program assumes ownership of the renewable energy credits (RECs) associated with a PV's systems electricity generation. A portion of the value of these RECs will be set aside for the benefit of the homeowner (Solar Dividends TM) to be used to cover operation and maintenance expenses associated with the system, including inverter replacement as well as the cost to purchase or return the system.

The CCEF, which is investing $38.6 million in this program, aims to support up to 900 PV installations through 2011. CT Solar Leasing, LLC, a non-bank subsidiary of U.S. Bancorp, will finance the purchase and installation of the systems. AFC First Financial Corporation is a partner in the development of CT Solar Lease Program and manages the application and approval processes for residents and handles the lease payments. Gemstone Lease Management, LLC is a partner in the development of the program and manages the day to day operations of CT Solar Leasing, LLC. According to AFC First Financial, the program has installed upwards of 5.4 megawatts via 800 PV installations as of July 2011.

* Depending on the cost and efficiency of the leased system, the cost of electricity generated from the leased solar system might initially exceed the cost of conventional electricity. However, the program provides for an effective fixed price of electricity for up to 20 years and the Connecticut Clean Energy Fund (CCEF) expects that Connecticut homeowners will experience a significant financial benefit as a result.

Summary:The Boston-based, non-profit organization New Generation Energy offers low interest loans for the installation of ENERGY STAR rated kitchen appliances via its Community Food Service Efficiency Lending Program. The ENERGY STAR appliance loans are available to companies (including sole-proprietorship) and non-profits in New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont), with an emphasis on those located in low and middle-income communities. Examples of eligible organizations include restaurants, school cafeterias, church commissaries, coffee shops, grocery stores, and wholesale food distributors (in other words, any business or non-profit that stores or cooks food). The interest rate is currently 5.0%, although certain projects may be awarded grants and receive a lower interest rate. Only projects applying for loans are eligible for grants. The interest rate and terms are subject to change.

Interested businesses and non-profits should work with ENERGY STAR rated appliance distributors and/or installers to receive a price quote. After quotes have been received, they must submit a pre-application to the Community Lending Program. New Generation Energy staff will review the pre-application and will invite only qualified projects to complete a full application. A personal guarantee is normally required for loans. After a site visit, the final determination is made and loan terms are offered to the successful applicants.

Summary:Litchfield Hills provides incentives to regional businesses which invest in energy efficient or renewable energy improvements. Businesses located in 11 towns throughout the region are eligible to participate in the Business Energy Efficiency Program (BEEP). Eligible communities include Barkhamsted, Colebrook, Goshen, Hartland, Harwinton, Litchfield, Morris, New Hartford, Norfolk, Torrington and Winchester. Owners of existing commercially owned structures in these municipalities may participate. Private, non-profit organizations that serve regional economic development interests are also eligible to receive incentives. Incentives of up to $7,500 are intended for improvements to building insulation, window replacements, weather stripping, lighting upgrades, photovoltaic (PV) systems, and solar thermal installations. Participating customers may begin project after receiving approval from the local BEEP committee and regional BEEP committee. S.B.1243 (Public Act 11-80)

Note: The Federal Housing Financing Agency (FHFA) issued a statement in July 2010 concerning the senior lien status associated with most PACE programs. In response to the FHFA statement, most local PACE programs have been suspended until further clarification is provided. Property-Assessed Clean Energy (PACE) financing effectively allows property owners to borrow money from the local government to pay for energy improvements. The amount borrowed is typically repaid via a special assessment on the property over a period of years. Connecticut has authorized local governments to establish such programs, as described below. (No local governments in Connecticut currently offer PACE financing; contact your local government to find out if it intends to establish a PACE financing program.) In July 2011, Connecticut passed omnibus energy legislation. Tucked inside the massive bill in section 100, the state authorizes municipalities to create "Sustainable Energy Programs" within their respective jurisdictions (also known as PACE in other states). Municipalities that wish to establish Sustainable Energy Programs must first declare the public need for a program, then publish its intention to create a program via public notice and solicit and consider public comment. Once a program is established, the municipality is authorized to enter into a contractual assessment on the property for the amount required to complete the requested energy upgrades. The assessment is considered a lien on the property and the municipality may collect payments in a manner consistent with how the municipality collects property taxes. To finance the programs, municipalities may issue bonds, secure private funding, or state or federal funds (or a combination of these). The law does not specify which energy upgrades or renewable energy systems will be eligible for financing - that will be determined locally. The law does require energy audits and/or renewable energy feasibility analysis be performed to determine which upgrades would be eligible for financing. Municipalities may make these programs available to property owners (residential and non-residential) and they may work with other localities or third-party administrators to implement programs.

Summary:Connecticut provides a property tax exemption for "Class I" renewable energy systems* and hydropower facilities that generate electricity for private residential use. The exemption is available for systems installed on or after October 1, 2007, that serve farms, single-family homes or multi-family dwellings limited to four units. In addition, "any passive or active solar water or space heating system or geothermal energy resource" is exempt from property taxes, regardless of the type of facility the system serves.

An exemption claim must be filed with the assessor or board of assessors in the town in which the property is placed on or before the first day of November in the applicable assessment year. Applications are not required each year as long as no major alterations are made to the renewable energy system. Contact your local tax assessor's office for more information.

* A "Class I renewable energy source" is defined as “(A) energy derived from solar power, wind power, a fuel cell, methane gas from landfills, ocean thermal power, wave or tidal power, low emission advanced renewable energy conversion technologies, a run-of-the-river hydropower facility provided such facility has a generating capacity of not more than five megawatts, does not cause an appreciable change in the river flow, and began operation after July 1, 2003, or a sustainable biomass facility with an average emission rate of equal to or less than .075 pounds of nitrogen oxides per million BTU of heat input for the previous calendar quarter, except that energy derived from a sustainable biomass facility with a capacity of less than five hundred kilowatts that began construction before July 1, 2003, may be considered a Class I renewable energy source, or (B) any electrical generation, including distributed generation, generated from a Class I renewable energy source.”

In Connecticut, residential weatherization products for residential use only are exempt from the state's sales and use tax. Eligible residential weatherization products include CFLs, programmable thermostats, window film, caulking, window and door weather strips, insulation, water heater blankets, water heaters, natural gas and propane furnaces and boilers that meet the federal Energy Star standard, windows and doors that meet the federal Energy Star standard, oil furnaces and boilers that are not less than 84% efficient and ground-source heat pumps that meet the minimum federal energy efficiency rating. H.B. 7432 added passive and active solar water-heating systems, passive and active solar space-heating systems, and solar-electric systems to the list of exempt technologies. The sales and use exemption covers both the equipment related to eligible systems, and labor (services) relating to the installation of eligible systems. The exemption has no expiration date.

Consumers purchasing the eligible equipment or services must present form CERT-140 to the seller at the time of purchase. Certification Form CERT-140 is available on the Connecticut Department of Revenue Services website.

The Connecticut Clean Energy Fund launched the Commercial Solar Photovoltaic (PV) program in October 2010 using funding from the American Recovery and Reinvestment Act (ARRA).* This program is available to commercial, industrial, non-profit organizations, municipal, state, local, and federal entities for PV installations. There is no set amount for the grant, rather the amount is intended to help projects "break even" and "make a reasonable return" when compared to what the customer would have paid their utility for power.

Solar PV projects must be at least 50 kilowatts (kW) in size but no more than 200 kW and must be designed for on-site use. Projects must use commercially available PV technology, be relatively far along in the permitting process, have (or be close to having) site control, be ready for installation. Projects requiring minimal investment from CCEF will be selected over those that require more significant investments. In addition, an energy audit is required for the site of the proposed PV project (or evidence that an energy audit was completed on the site at least within 3 years prior to submitting the application) and all recommendations made within the audit that have payback periods of five years or less must have been implemented. As an alternative to the energy audit, sites that have previously participated in CEEF funded, utility-run energy efficiency programs may be eligible. Projects with third-party power purchase agreements are eligible. There are additional ARRA-related requirements (i.e. historical preservation review, requirements that prevailing wages be paid, as well as certain "buy American" provisions if the site is a public building).

*In the past, commercial PV was incentivized through the On-site Distributed Generation Program. However, funding for PV for that program had been exhausted between June 2010 and November 2010, the program was not accepting applications from commercial entities. In November that program issued a Request for Proposals and commercial was again included.

Summary: The Community Innovations Grants Program, originally launched in June 2006 as a pilot program, provides funding for communities to increase voluntary support for clean energy and to build model sustainable communities.

Under new program funding made available in December 2008, up to 50 municipalities are eligible to receive a grant of $4,000, which they will disperse to local groups and individuals as "micro-grants" of $250 to $2,000. To be eligible, cities or towns must commit to the state's "20% by 2010 Campaign" and the EPA Community Energy Challenge. Municipalities that have previously received a Community Innovations Grant are not eligible for this grant. At least 10 "at-large" recipients may receive a micro-grant of up to $1,000. “At-large” recipients include individuals who live in cities and towns that have not yet committed to the “20% by 2010” campaign, as well as non-profit organizations based in Connecticut.

The grants are awarded to eligible communities, and the funds are managed by a local energy task force in each participating community. In turn, these energy task forces, through a grant-giving process, provide micro-grants to organizations and citizens to start local projects that support clean-energy awareness and education within their communities. Applicants for individual micro-grants may apply to the local energy task force for funds ranging from $250 to $2,000 to support a public-awareness project or education project addressing the benefits and availability of clean energy.

The Connecticut Clean Energy Fund community search tool will let interested users know whether or not specific communities are eligible for a Community Innovations Grant or not.

This program is supported by the Connecticut Clean Energy Fund (CCEF), a public benefits fund created by the Connecticut General Assembly in 1998 and administered by Connecticut Innovations, a quasi-public organization. The CCEF promotes the development and commercialization of clean-energy technologies and stimulates markets for electricity from renewable sources. The CCEF is funded by a surcharge on electric ratepayers’ utility bills.

Connecticut's On-Site Renewable Distributed Generation (DG) Program offers Best of Class Incentives for commercial entities and Public Buildings Incentives for governmental entities and schools (although certain governmental entities may also apply for Best of Class).

Incentive amounts are not set; rather they are designed to help applicants "break even" with a "reasonable rate of return" on their renewable energy investment. Projects must be utilizing commercially available technologies (no prototypes). Projects should be in development phase (not construction phase) and should have made progress in permitting as well as site control (most likely through ownership). Projects owned by third-parties are eligible. Projects that incorporate an educational component (such as disseminating lessons learned or how to overcome obstacles or what the benefits of the clean energy project are) will be preferred. Only projects developed for on-site use are eligible (net metered systems are allowed for occasional exports, but the grant will be reduced if the system is oversized and significant excess energy is expected). Projects must be located in Connecticut and must be located in Connecticut Light and Power (CLP) or United Illuminating (UI) service territories. Projects that require minimal support from this grant will be given priority. The maximum funding amounts are:

History
Connecticut's On-Site Renewable Distributed Generation (DG) Program has provided grants to support the installation of systems that generate electricity at commercial, industrial and institutional buildings. Systems utilizing solar photovoltaics (PV), wind, fuel cells, landfill gas, low-emission advanced biomass-conversion technologies, run-of-the-river hydropower, wave or tidal power, or ocean-thermal power have been eligible.* In the past, most program support has targeted PV and fuel-cell projects. This program is supported by the Connecticut Clean Energy Fund (CCEF), which, after exceeding -- by four megawatts (MW) -- its objective of incentivizing the installation of 5 MW of customer-side DG projects by mid-2007, has committed to adding 16.5 MW to Connecticut’s renewable generating capacity by 2010.

The total funding allocated for all selected projects under the On-Site Renewable DG Program through fiscal year 2010 was $66.24 million.

Energy Conservation Loans for single families are available through the Connecticut Housing Investment Fund, Inc. (CHIF) to owners of one- to four-family homes who meet established income limits for family size and location. Interest rates vary in accordance with the borrower's family size and income, and the loan may be repaid over 10 years.

Loans for large residential properties are available through the Multi-Family Energy Conservation Loan Program. The terms of this loan are similar to loans for single-family dwellings, with a higher principal available on the loan.

Applications for these programs are available from the program web site above. In addition to the application, the borrower must submit copies of the past two years' federal tax returns (with schedules) and a copy of a monthly mortgage statement or coupon (or a release of mortgage or deed).

Long-term financing is available to retail end-use customers for the installation of customer-side distributed resources. Customer-side distributed resources are defined by Conn. Gen. Stat. § 16-1 as "(A) the generation of electricity from a unit with a rating of not more than sixty-five megawatts on the premises of a retail end user within the transmission and distribution system including, but not limited to, fuel cells, photovoltaic systems or small wind turbines, or (B) a reduction in the demand for electricity on the premises of a retail end user in the distribution system through methods of conservation and load management, including, but not limited to, peak reduction systems and demand response systems." This program, administered by Banc of America Leasing and Capital for the Connecticut Department of Public Utility Control (DPUC), took effect in March 2006.

The maximum total amount of financing for projects under this program is $150 million. Capital costs and project-development costs are eligible. Interest rates are fixed and will be determined at the time the application is approved by Banc of America. Loans will be collateralized by way of equipment, or other collateral or credit enhancements required by Banc of America.

The following conditions apply:
  • Financing is available for customer-side projects with a minimum capacity of 50 kilowatts (kW) and a maximum capacity of 65 megawatts (MW).
  • The generator must have begun operation after January 1, 2006.
  • New or incremental capacity is eligible for financing. Existing capacity is not eligible.
  • Financing is available to the owner or owners of a qualified project.
  • Financing is available to customers of Connecticut Light and Power (CLP) and United Illuminating (UI) for projects located in these utilities' service territories.
  • Financing is not available for emergency generation for hospitals, nursing homes or other facilities to the extent they are required to have emergency generation under state and federal law.
  • Gas air conditioning and gas chillers are not eligible for financing.
  • Financing is available for projects funded by the Connecticut Clean Energy Fund (CCEF), and CLP’s and UI’s energy-conservation programs.

Connecticut homeowners and customers of Connecticut Light and Power Company (CLP), and United Illuminating Company (UI) may apply for up to 100% financing for eligible energy efficiency upgrades through the Home Energy Solutions Program. Eligible homes include single- and two-family homes and condos as well as vacation (second) homes. The Connecticut Housing Investment Fund, Inc. (CHIF) administers the program. There are four major steps to the program:

1. Complete the Home Energy Solutions Energy Assessment using qualified and approved contractors (this costs $75 and is done through the utility, see the Home Energy Solutions DSIRE Entry for more information). The assessment will provide a list of recommended energy efficiency upgrades along with a cost estimate. Information about rebates will also be provided at this time.

2. Apply for Financing to cover the costs of installing the energy efficiency upgrades after rebates are applied. Up to 100% of the costs are covered at either 2.99% or 4.99% rates, depending on the amount of financing required and/or upgrades. All applicants are subject to credit approval.

3. Contractor Completes Work and Receives Payment from the Program - The homeowner assumes the loan and CHIF pays the contractor directly for the energy efficiency upgrades. There is no closing cost on the loan and energy savings should help offset the loan payments.

4. Begin Repayment of Loan - The homeowner starts paying the loan 30 days after the work is complete. Customers of CLP have the option of paying monthly via their utility bill or CHIF, and customers of UI pay directly via their utility bills.

Oil or propane heated homes may not be eligible for the same low financing terms. Connecticut residents with oil or propane heated homes should contact the program directly at 1-800-992-3665 to inquire about rates, terms, and general eligibility.

History
This program started in June 2010 under the administration of AFC First Financial Corp. During the first year of the program, over 1,400 loans were approved, valued at approximately $15 million. In June 2011, CHIF began administering the program and added the on-bill financing option for customers of CLP and on-bill financing requirement for UI customers.

Using funding from the American Recovery and Reinvestment Act (ARRA), the Connecticut Clean Energy Fund (CCEF) is offering geothermal heat pump rebates on a first-come, first-served basis to pre-approved systems installed after December 15, 2009. This program is meant to run in conjunction with the existing utility geothermal rebate programs (Connecticut Light and Power Company, United Illuminating Company). Projects within these utilities' service territories are required to apply to the both the utility and the CCEF programs. Customers of other utilities are eligible for the CCEF geothermal rebate program even if their utility does not have a program. Funding for this program is expected to support installations through April 2012, although the expiration date is subject to change.

CCEF requires that buildings meet minimum efficiency levels to be eligible for the geothermal heat pump rebate.

Residential projects New homes must be Energy Star rated. Existing homes must participate in their utility's Home Energy Solutions Program (or comparable) and recommended energy efficiency improvements must be made prior to installing the geothermal heat pump. Developers are eligible for rebates on 25 residential dwellings with separate systems as long as separate applications are submitted and multi-family projects with five or more dwellings will be treated as a commercial project (and commercial rebate amounts apply). Commercial projects Buildings must meet or exceed the Connecticut Building Code Standards and applicants are strongly encouraged to participate in other programs funded by the Connecticut Energy Efficiency Fund (if applicable), which are offered through certain utilities.* In the case of retrofits, the applicant must submit a final documentation of the building's energy efficiency. Applicants must be sure to select contractors eligible to conduct the geothermal installations, check CCEF's website for the list.

These incentives are offered on a first-come, first-served basis. The program was designed with a declining rebate structure, the first geothermal systems installed received higher dollar amounts and as of May 2010 the rebate amounts were reduced to their current amounts (which will remain for program duration).

Because these incentives are provided using ARRA money, beneficiaries will be subjected to additional terms and conditions, including reporting requirements among others.

The Connecticut Clean Energy Fund's (CCEF) solar photovoltaic (PV) program offers qualified installers monetary incentives that will be passed on to customers in the form of rebates. The program is only available to residential customers in service territories of United Illuminating Company and Connecticut Light and Power.

The rebate level for residential systems is $1.75/watt (W) (PTC rating)* for the first five kilowatts (kW) and $1.25 for the next five kW, with the payment adjusted based on expected system performance. The funding cap is $15,000 per project. Factors considered in calculating the rebate include: PV panel selection, inverter efficiency, system orientation and tilt, and shading on the site.

Participation by installers is limited to those pre-approved through a request for qualifications (RFQ) process. Installers are responsible for all paperwork necessary to obtain the rebate from the CCEF on behalf of state residents. A list of approved installers is available on the program web site. The program operates on a rolling basis, with no specific application deadlines.

Businesses are not eligible for rebates under this program. However, businesses might be eligible for grant funding through CCEF's On-Site Renewable Distributed Generation Program or the ARRA-funded Commercial PV Program.

As of July 28, 2011, the Connecticut Clean Energy Fund announced that this program is no longer accepting applications. Unfunded applications in the existing queue will be held and considered for a future program if the applicants are customers of United Illuminating and Connecticut Light and Power. Details are expected in September 2011.

The Connecticut Clean Energy Fund (CCEF) has received $4 million dollars from the American Recovery and Reinvestment Act State Energy Program funding to support solar hot water heating in the State. Through this program, CCEF expects to support approximately 550 residential projects and 50 non-residential projects.

Applications will be accepted online or hard copies will be accepted. Only fully-completed applications, with all required documents, will be accepted. Applications are required to seek pre-approval and secure a reservation number prior to commencing work.

In the case of residential, the rebate actually goes to the solar thermal contractor who then passes on the savings to the residential customer. In the case of non-residential systems (commercial, industrial, not-for-profit, governmental), the rebate goes to the commercial customer directly. In both cases, the applicants must use pre-approved solar thermal contractors and a copy of the contract with the application is required.

The rebate amount is based on the Solar Rating and Certification Corporation (SRCC) predicted Btu production, corrected for shading, and industry standard software.

Connecticut electricity customers that install energy efficiency equipment and reduce their energy use during peak hours may be eligible for a rebate based on the amount of kilowatt-hours (kWh) saved during peak hours. Any customer in Connecticut, whether building a new facility or retrofitting an existing facility, is eligible to apply. The key consideration for qualifying is that the customer's proposed energy efficiency retrofits or new building plans must result in energy savings during the winter peak (5 p.m. and 7 p.m. in December and January) and summer peak (1 p.m. and 5 p.m. in June, July and August).

Examples of energy-efficient technologies that could qualify include lighting and lighting controls, HVAC systems, refrigeration, motors and variable frequency drives (VFDs) and energy efficient improvements to overall manufacturing processes or data centers. Examples of "ideal" customers include retail facilities, two-shift manufacturing/industrial facilities, parking garages, hospitals, and other facilities with long hours of operation. Businesses, non-profits, and government facilities interested in applying should review the program web site above for more information.

The Connecticut Department of Public Utility Control has designated Ameresco, an independent energy company, to manage this program, which is intended to save five megawatts (MW) of electricity. The program is funded by a federally-mandated congestion charge. The program expected to be available through November 2011, although given the limited funding, as of June 2011 projects are subjected to a wait list approval process.

The Connecticut Energy Efficiency Fund offers financing through electric utility implementation of the Small Business Energy Advantage Program. The combined rebate and loan program offers Connecticut Light and Power's (CLP) and United Illuminating Company's (UI) small business and industrial customers efficiency improvement loans and rebates for their facilities. Business customers with an average 12-month peak demand between 10 kilowatts(kW) and 200 kW qualify for rebates; municipal and governmental facilities are also eligible. A utility contractor conducts an energy assessment of the facility and submits a proposal of possible energy-efficiency measures, estimated energy savings, customer incentives, and financing options. Once approved by CLP or UI, an exact rebate amount is determined. In addition to the rebate, the remaining cost of the project can be paid off in the form of a zero interest loan directly from the utility.

In partnership with several local banks, Norwich Public Utilities (NPU) is offering a zero percent loan to commercial and industrial customers for eligible energy efficiency improvement projects. Eligibility is determined by a technical evaluation of the customer's facility, and the evaluation must show that the proposed energy efficiency improvements would result in a positive cost benefit and project payback of five years or less. After the loan is approved, the customer will choose a contractor to perform work outlined in the NPU report. The customer must submit project plans and specifications to NPU for review. The Energy Efficiency Fund, through Connecticut investor owned utilities, offers a program designed to encourage the construction of ENERGY STAR certified homes. The Residential New Construction Program offers incentives targeted at increasing energy efficiency in several important stages in the construction process. Measures eligible for these rebates include insulation, geothermal heating and cooling, HVAC measures, hot water heating, final ENERGY STAR certification, as well as a rebates offsetting the cost of performing a HERS rating. Incentives vary based upon equipment efficiency, HERS scores, and whether dwelling is a single or multi-family residence. All related information can be found on the program application, which is located on the web site listed above. Contact utility before starting construction work to ensure eligibility. No homes are eligible after sheet rock has been applied. Home must achieve all program-mandated standards in order to receive incentives. Any home or unit where resident has 60% of median income or less will receive 150% of the incentive amounts listed on the form.

The Small Business Energy Advantage provides an energy professional to analyze energy use and design a plan to lower consumption and energy costs. The energy assessment is free. The Program provides 30% to 40% of installation upgrade cost as a 0% interest loan in addition to rebates.

The Operations and Maintenance Services programs help commercial and industrial customers improve the maintenance and operation of electric equipment. Through the Connecticut Energy Efficiency Fund, utilities will pay part or all of the cost for analysis and installation of measures which meet the program requirements. Cost to the customer for analysis will be reimbursed at project completion. Measures are decided by the result of the energy assessment and vary at each facility. Some of the more common measures include: modifications to existing energy management ystems, pumps, and fans, HVAC and compressed air.

The Cool Choice Program offers rebates to commercial, industrial or agricultural customers of the United Illuminating Company that install high-efficiency air conditioning and air to air heat pump systems. The amount of the rebate varies depending on the SEER, EER, HPSF and size. Pre-approval from participating electric utility or sponsor required if the rebate total is greater than $5,000. Applications must be received within 30 days of equipment installation.

The Electric Solutions Program gives rebates to industrial, commercial, institutional, and agricultural customers for installing custom chilled water systems, electric ovens and furnaces, immersion heating applications, heat pump applications, infrared and ultraviolet heating, drying and curing.

The Express Lighting Rebate Program is provided to install energy efficient lighting fixtures into already existing facilities. New construction projects are not eligible. There must be at least a 10% system wattage reduction between the old and new system wattage for the project to qualify. A wide range of lighting equipment, including sensors, is eligible for rebates on a per-unit basis ranging from $10 to $50 per fixture.

Customers may also be interested in the Retro-Commissioning Program, which helps facilities significantly cut costs through optimizing equipment. Commissioning reports recommend certain energy efficient measures to be carried out by pre-approved energy efficiency professionals.

Summary:The Energy Efficiency Fund, funded by Connecticut's public benefits charge, provides home energy efficiency rebate programs to customers of The Connecticut Light and Power Company, The United Illuminating Company, Connecticut Natural Gas, Southern Connecticut Gas, and Yankeegas customers.

The Home Energy Solutions Program provides weatherization assistance to any gas/electric heating customer for a $75 fee, including envelope assessments (blower door and duct tests) and repair. A contractor authorized by your local utility conducts the inspections and modifications.

The Home Energy Performance Program provides rebates based on cost and energy savings for combined, multiple energy efficiency measures and upgrades. Single or multi-family projects can are eligible. Multi-family projects can include common area or individual unit measures, and may involve more than one decision maker for projects. Costs associated with switching fuels are not covered, and measures must be replacing operational inefficient equipment.

Air Conditioning
Customers may receive $500 rebate for installing ENERGY STAR electric central air conditioning or electric heat pump systems. The systems must meet certain Seasonal Energy Efficiency Ratio (SEER) and certain Energy Efficiency Ratio (EER). Installations may be on new or existing homes. Equipment must be installed by a licensed contractor.

Heat Pumps
Rebates are offered from CEEF for Ductless Heat Pumps and Connecticut Clean Energy Fund for Geothermal Heat Pumps based on performance measurements. Residential customers who purchase and install an air to air heat pump as the primary heat source for a unit can collect up to $1000 if previously using electric heat. Customers receiving the rebate must meet efficiency requirements stated on program website and application.

Through the Connecticut Energy Efficiency Fund, equipment rebates are available for commercial, industrial or municipal customers of Connecticut Natural Gas Corporation, Southern Connecticut Gas Company, or Yankee Gas Services Company that are on a firm gas rate.

The Small Business Energy Advantage provides an energy professional to analyze energy use and design a plan to lower consumption and energy costs. The energy assessment is free. The Program provides 30% to 40% of installation upgrade cost as a 0% interest loan in addition to rebates.

The Operations and Maintenance Services programs help commercial and industrial customers improve the maintenance and operation of electric equipment. Through the Connecticut Energy Efficiency Fund, utilities will pay part or all of the cost for analysis and installation of measures which meet the program requirements. Cost to the customer for analysis will be reimbursed at project completion. Measures are decided by the result of the energy assessment and vary at each facility. Some of the more common measures include: modifications to existing energy management ystems, pumps, and fans, HVAC and compressed air.

Customers may also be interested in the Retro-Commissioning Program, which helps facilities significantly cut costs through optimizing equipment. Commissioning reports recommend certain energy efficient measures to be carried out by pre-approved energy efficiency professionals.

Groton Utilities, a municipal utility, offers incentives for commercial and industrial customers to install energy-efficient equipment in eligible facilities through several efficiency programs described in detail on the web site above. Rebates for
  • efficient lighting retrofits and vending machine controls, based on number of kilowatt-hours saved
  • new energy-efficient lighting
  • high-efficiency motors, based on the number, type, and efficiency rating of units installed
  • HVAC equipment, based on the system size and efficiency
In some cases the rebate is limited to 50% of the total project cost. Applications are available on the utility's web site, and in some cases an application must be submitted for approval before construction begins. Groton Utilities may perform a post-installation inspection at the utility's discretion.

Groton Utilities also offers cash incentives for customers who participate in the utility's Demand Response Program. This voluntary program requires customers to reduce electricity consumption when the electric system is severely constrained and the price of electricity is high. Norwich Public Utilities (NPU) provides residential customers with rebates on the ENERGY STAR-qualified appliances and specified efficiency measures. Eligible appliance purchases include refrigerators/freezers, washing machines, air conditioners, tankless/heat pump/storage water heaters and attic insulation. The program is limited to one rebate per appliance per residential electric utility account. High efficiency heat pump water heaters are eligible for a rebate of up to $500. Customers receiving a rebate for attic insulation must have gas or electric heat only. See the web site above for additional information and application materials or contact NPU.

In addition, NPU customers may be eligible to participate in the free-of-charge Residential Home Energy Savings Program. This program entails a home visit by a NPU technician who may conduct a blower door test to identify and eliminate air leaks in the home, replace customers' incandescent light bulbs with new CFL bulbs, install low-flow shower heads, sink aerators to lower water consumption, pipe wrap hot water heaters and generally conduct an inspection of energy usage, all at no cost to the customer.
